people aged 50 to State Pension Age were not employed, in training, education or retired.
NETER, Centre for Ageing Better, September 2026A new way to create work
Two generations.
Both unemployed.
Together, creating work.
A social venture built on a simple insight: unemployed over-50s and unemployed 18-30s can create employment together that neither generation could reach alone.
The opportunity
Two groups are being left behind by a labour market built around existing vacancies.
Most employment programmes help people compete for work that already exists. InterGen starts somewhere different: with what two generations can create together.
16-24-year-olds were not in employment, education or training.
ONS, April to June 2026combines career credentials and institutional trust with digital fluency and platform reach.
A new route to genuinely additional workThe InterGen difference
The pairing is the product.
Not a placement scheme. Not a support service. Each role exists because the pairing exists.
Credibility and judgement
The over-50 brings sector credibility, institutional trust, professional networks and the experience to hold credible conversations with decision-makers.
Fluency and reach
The 18-30 brings digital capability, platform knowledge and the operational pace to build, deliver and maintain online services.
Together, they create an online service business that neither could build or reach alone.
A council-level pilot
A practical test with measurable outcomes.
InterGen is preparing a 12-month pilot from January 2027, creating locally connected online service businesses for SMEs and testing whether new work can improve economic participation, confidence and health after prolonged unemployment.

Could InterGen matter to your Council?
If you lead employment, economic development, skills or public health work, we would welcome a conversation about the model and the January 2027 pilot.
